The Final Pay Retirement System, Explained
Final Pay calculates retired pay from your single highest basic pay rate at retirement, multiplied by 2.5% per year of service; it applies only to members who first entered service before September 8, 1980.
Final Pay is the oldest of the legacy military retirement systems still in payout today, and it is closed to new entrants. It applies only to members whose initial military service began before September 8, 1980. Under Final Pay, retired pay is calculated using the member's final basic pay rate at the time of retirement — not an average — multiplied by 2.5% per year of creditable service, capped at 100% at 40 years. Because it uses the single highest (final) pay rate rather than a 36-month average, Final Pay generally produces a slightly higher initial retired pay figure than High-3 for the same years of service and rank. Very few currently serving members remain under this system; most are already retired annuitants.
